NO - We are not in Honolulu and it is not December 7th.  But it sure looked like it for awhile early this morning in Carol Beach.

The following is an update from Carol Moresi on the gypsy moth spraying by the DNR.

----Gypsy Moth supression spraying in part of Carol Beach was COMPLETED around 6:15am today, May 22 by a small low flying yellow aircraft with 3 nozzles on each wing, spraying BTK, a bacteria naturally occuring in soil, and not dangerous for people or pets, but not good for gypsy moths to eat. You may have noticed a plane flying earlier than that, higher up.... that was the spotter plane watching the spray plane. They ONLY sprayed THIS year in areas where individuals CALLED Pleasant Prairie LAST year and told them they have a LOT of them (like my neighbors and I did last year)...so if you are inundated with caterpillars in a few weeks, please call and let them know about it. Spraying will not eliminate all moths, but will hopefully keep the numbers down. If you see a lot of caterpillars in a few weeks, like I did last year, perhaps 500-1000 a day at eye level on your oak trees especially, you can kill them by picking them off of the trees at eye level and putting them into a bucket of soapy water (the DNR recommended way), or wearing rubber gloves and squishing them, like I resorted to last year. They squish easily. Otherwise, each female caterpillar turns into a moth and can later lay an egg mass of 500-1000 eggs in each mass that will hatch next year. They eat the leaves off of trees, which if there are too many of them, will stress the tree enough to kill it. If you see a lot of them, you can tie burlap around some trees and they will congregate there under the burlap, which makes them real easy to find and eliminate them. (I bought burlap at JoAnn's Fabrics, last year.) 5/21/2009:  The DNR is scheduled to spray for Gypsy Moths on May 22 in the north end of Carol Beach (about 39 acres), which is area "Kenosha #6." (Wind, or other weather may postpone it, but note that there will probably be VERY LOW FLYING PLA NES tomorrow around Carole Beach.) I originally thought it would be early in the morning, but now I think it may be anytime during the day.

COMMENTS ADDED March 9, 2006:  A Board member advised me that previous info located here has been perceived as alarming by some residents of Carol Beach.  Fact is that this particular neighborhood continues to be 'required' to take the highest percentage increases every time a RE-EVALUATION occurs.  The RE-EVALUATION process has 2 stages -- one is internal to Pleasant Prairie and the other is external (meaning the State of Wisconsin dictates what the entire Village of Pleasant Prairie is WORTH).  To be fair to all parties, this process is mandated by state law and not a lot can be done about it locally except delaying the frequency of re-evaluations (within the guidelines of law) or making them more frequent than the above which is what I oppose.

What is happening to Carol Beach is that we are being effected twice by this process.  Without a doubt the Village in total is appreciating -- and that is GREAT NEWS.  So, with all else remaining stable, the cost of government is shared over a larger tax base that still divides that cost of government over that base -- so far no changes.

I just received updated figures and they are reflected below:  Re-evaluation though does change how that cost of government is spread over the base.  Based on overall value of Pleasant Prairie, if the assessed values of all individual properties are added up, the village total as a whole is 15.32% undervalued based on the sale of 356 properties sold through Calendar 2005( these numbers are now updated since the October 9, 2005 budget hearing).  If every property was raised the same 15.32%, then as indicated above actual tax bills for the village portion would remain stable.  But, 15.32% is average for all of Pleasant Prairie.  The 'low' category called Condominiums was rated as 10.55% undervalued, and the highest 2 categories labeled Carol Beach East and Waterfront were both rated at 17.35% (20 properties sold) and 36.07% undervalued (8 properties sold).  Those 2 categories are Carol Beach Estates.  This is the fact.  Check it our yourself by reviewing this link.   What makes this even more painful is that the village part of our property tax bills is only about 19% of the total.  The rest is county, state, and schools.  This makes Pleasant Prairie's shared of the entire operations of Kenosha County only continue to bear a greater percentage share. 

I am a trustee of ALL of Pleasant Prairie, but that doesn't preclude my right to look out for anyone's interests including Carol Beach residents.  My goal is to keep our (Carol Beach and all of Pleasant Prairie) exposure to additional taxes at a minimum rather than being as highly exposed as possible.

Next time somebody tells you that you need to pay "YOUR FAIR SHARE" ask them if you are getting "YOUR FAIR SHARE" of road repairs, etc.
